A case could be made that the removal of the old tables to the lawn was the improvement, and the replacement thereof in the original location is simply maintenance due to a non-NPS-approved abscondment with historical features!

As stated, the new tables were removed and taken to Cow Creek. The original tables have been moved to the lawn and placed on the decking there, where they are chained down. I believe the camp host started this practice last year, which may be why new tables were brought in to fill the empty space where they original tables used to be?

Am I right to assume the NPS removed the new tables? And in the meantime there are no tables at the lower campgrounds?

The Park Service has asked SPA to pass along a "request" that no improvement projects should be conducted at the springs without prior approval from the Park Service itself. Recently a member of our visitor community installed new picnic tables at the lower camp. This "improvement" is what has precipitated this request. Subsequent to their installation, members of the Park Service visited the springs and determined that the new tables should be removed because the old tables were deemed to be in good condition and matched standards better. The new tables were removed to Cow Creek, and SPA has contact their donor to inform him that arrangements can be made to return those tables through the Chief Ranger's office.
 
Toward complying with this Park request, SPA would suggest that future projects be cleared with the Park Service prior to their execution. This might be done in one of several ways. The Park Service can be contacted directly with a proposal (SPA is working on determining the best means of public contact with the park for this option ... stay tuned). Alternatively, proposals can be suggested to the Springs camp host and he may obtain Park approval. Lastly, if you wish to make the proposal through SPA, we will be happy to make the case for your proposal.
 
Presently, SPA will be making a case for the reconsideration of the Park decision with regard to the picnic tables donated to the lower camp, particularly since the old tables have been moved and may not offer the same level of visitor accessibility that has historically been available.
